Domestic Violence is a behavior to gain power and control over a spouse or partner, it is a heinous crime. According to the 2017 National Demographic and Health Survey conducted by the Philippine Statistics Authority, one in four Filipino Women age 15 to 49 has experienced physical, emotional, or sexual violence by their spouse or partner. However, the incidents of domestic violence has rapidly increased due to the COVID-19 pandemic lockdowns that started in March 2020 as stated by the CHR Spokesperson, Atty. Jacqueline Ann de Guia.

Women are vulnerable and are more exposed to the violence that they face by the hands of their abuser in this time of crisis. However, despite having laws that protects women from domestic violence, some people in our community still address this as a simple ‘away mag-asawa’ that can be easily fixed at home and doesn’t need involvement from others outside the relationship. Being isolated at home due to the pandemic happening gives their abuser an opportunity to impose domination and fear in the household. This could affect the victims’ psychological health and well-being that may lead to mental health problems. #EndTheSilence is an advocacy campaign that raise awareness of the rising cases.



OBJECTIVES:

1. Raise the awareness of domestic violence during the COVID-19 pandemic

By raising the awareness of the issue through online talks and programs that is conducted by the City Social Welfare Department, also known as CSWD, people would be well informed and attentive within the community. They would also be vigilant to the happenings in their area. The Barangay VAW, PNP, and PAO would have a fast response to the cases and incidents when people are aware. This advocacy aims for the people to be well-informed and inspires them to act against domestic violence in the community.

2. Encourage people to donate and support programs and campaigns to help victims of domestic violence

Donating and supporting programs and campaigns is a way to provide aid to the victims. Commission on Human Rights - Caraga Region would conduct campaigns and donation programs to help the victims. The donations from the people who willingly donated will give them a chance of a new start and move on from their past. This advocacy not only encourages people to donate, but it also helps provide support to the victims to make a new start in their new chapter in life, away from abuse.


With the assistance and support that helps reach the objectives of the advocacy campaign of the partnerships with:

Barangay VAW

The Barangay VAW can provide a protection order for the victims of domestic abuse in the community under the Republic Act No. 9262 of the Philippines.

Philippine National Police (PNP)

The Philippine National Police are open to receive complaints, calls for assistance, and rescue operation for violence against women cases. They prioritize violence against women cases and inform the victims’ legal rights and remedies available, especially the right to a protection order.

Public Attorney’s Office (PAO)

PAO caters victims of domestic violence. They offer advices, counselling, and assist in filing the case with free of legal fee, especially those victims who lacks of financial support.

City Social Welfare Department (CSWD)

CSWD provides interventions, seminars, counselling program and awareness through information drive and other psycho-social programs that help the victims of domestic violence.

Commission on Human Rights – Caraga Region

The CHR - Caraga Region gives support to the agencies, organizations, and campaigns about violence against women or VAW in the community. The Caraga regional director of CHR can manage programs, services, and movements to prevent VAW from happening.
